BSNL: BSNL Not Allowing To PORT Out

Today on 16th Oct 2021 when I was sending SMS to 1900 as i want to Port to some other service provider now. I was not able to send SMS & it showed up a message 'error 38 BSNL'.

When I asked the BSNL Customer Care by dialing 1503, i was asked to recharge with minimum ₹ 147 then only I will be allowed to PORT Out. I already have activated plan on that number(it is valid till mid of December-2021).

I am able to make calls & SMS to other numbers. But BSNL is compelling me to recharge with at least 147 to PORT out!! This is BSNL made rule just to harass customers. I even checked TRAI Guidelines on this but there's no such guideline!
