Kotak Mahindra Bank: Charges Deducted

They send me one link in my mail address regarding Kotak PVR debit card. I am just opening the link and they said that your request for debit card has been successfully submitted.

After 1-2 Days they send me the card. Regarding this when i call them then they said the charges will be deducted only as card already issued. Even i have no mistake i just check the mail from side and without my permission they charge me.

I am also not using that card and they also blocked this. But my hard money they deducted as annual fees charge. I request please reimbursement my charges.
