Fruad by Hathway dealer, Refund not done

Fruad done by hathway dealer +[Protected]. I have requested for a new broadband connection on 16/06/23.The dealer told me connection is possible in my locality post recharge. I then recharged for 648 rupees. The next day the dealer denied my connection saying that they cannot install in my locality.
He then started avoiding my calls. No refund has been issued to me. I have not received any calls or emails from company regarding refund. A total FRUAD done by the hathway dealer and no refund has been issued to me. Company not responding to my calls and emails.
