Issue With Second Hand Car Number Plate

I have bought a second hand car and it was converted from commercial to private. Old yellow plates were ordered by the previous owner. Now i am unable to order a new plate with private as the details of old owner are still registered on the website.
My car no is UP32FN4095, Honda city.
KINDLY PROVIDE A SOLUTION. It has been quite a while since i have facing issue and there is no solution. The car dealer was also unable to resolve the issue. The mail forwarded on the helpdesk mail of celex are also not seen.
There are no replies, the helpline no is of no use no one responds. There is no solution for the problems faced by the consumers.
