Calling To Contact List Number And Telling Abusing Language

Dear Sir,
I was taken a loan to cashe finance loan 31000 rupees, and due to some critical situation I was unable to repay this loan but make some payment on time and tell his recovery agent will be paid off on 31 march and on that time I was repay 25500 rupees.
। But his recovery agent was arranged the call to my relative and family friend also.। And telling abusing language always after that I want to written complaint against cashe department for how can access my contact list without my permission.
And who is authorised to call my contact list as per RBI guide line no one call to relative but he called and telling me cashe department given full access to call.
