Regarding refund of ticket issued during National lockdown period

I have raised a refund request for the below-mentioned tickets through my Agent(Yatra), After so many months Yatra came back mentioned on approx 50% can be refunded which is against what the government of India mandated.
All tickets booked during the period of national lockdown should be refunded fully.
