Money Debit To Receiver Otherwise Refund Money To Sender

Dear Sir/Madam,
I Mr. Vishal Kashinath Patil account of SBI bank Ojhar, Account No. [Protected], I have send money from Paytm UPI app online dated 16/02/2022 Rs. 5540 to Prathmesh Yadav Patil, Account No. [Protected](Central Bank, Varangaon, Bhusawal). Payment is debited from my account.
But other side didn't received payment. Both SBI and Central Bank has no response yet, SBI says there is a issue between Paytm and Central Bank and Central Bank says no money credited to our account holder.
It's been a long time no massage no mail from banks. I have already complaint to SBI bank via mail. Please kindly look into it and do the needful action asap. It is humble request to you.
