Online Fraud By Scratch Card

I got scratch card winning award prize Rupees 4703 I did it but it's frude it deducted from my bank account. After I got mgs from consumer court her name asmita she guaranteed to refund money from phone pe fir that I have to pay 824 rupees for that I paid. Till date I didn't get any refund all r frude so pls kindly help me to get back my money soon.
