Cash Through ATM Not Dispersed

On 22nd march i had withdrawal 5000 cash through sbi Atm and due to some reason i didn't get the cash and the amount get deducted from my bank. I had inform about this with the central bank manager and she told me to come after 2 days.
And when i visited after she told me to write a application and had i wrote that but after several day my 5000 rupee didn't refund in my account. Now she told me that she can't do anything and maybe the atm disperse the cash.
But i didn't get that and she also told me that i am responsible for that failed transaction. For for that reason i can't get my refund. Now i am in great trouble please help me yo deal with this situation and help me in refunding my amount. I will be very grateful to you.
